Jimmy Ledbetter
Roosevelt ISD – Deputy Superintendent

Mr. Ledbetter has been in education for 21 years. The first 10 years of his career were in the classroom as a Junior High and High School science teacher and coach, and the past 11 years in administration. Mr. Ledbetter served as Assistant Principal and then campus Principal at Roosevelt High School, and currently serves as the Deputy Superintendent of Roosevelt ISD. During his time in the classroom, he brought the SystemsGo physics and pre-engineering program to Roosevelt High School in an effort to increase the number of students pursuing engineering after graduation. As High School principal Mr. Ledbetter expanded the Dual Credit offerings and increased enrollment in the dual credit program in an effort to have more students pursue college after high school. In Mr. Ledbetter’s role as Deputy Superintendent, he oversees the secondary curriculum and CTE programs. He also serves as a Texas Tech University Rural Site Coordinator for student teachers at RISD and lead the RISD Teacher Incentive Allotment program.

Rachel Arthur

Brazosport ISD – Director of Benefits & Wellness

Rachel Arthur has served in several roles in public education in the past 18 years from Teaching and Coaching to growing in leadership roles. Currently the Director of Benefits and Wellness for Brazosport ISD, she has spent the last 12 years in a Director leadership role contributing to various areas, namely; Child Nutrition, Business Services and Human Resources. Innovation and creativity to solve challenges faced by staff and families in BISD is a passion for Arthur as she strives to provide the highest level of service and support to BISD’s most valuable asset; its staff, students and families. BISD has recognized Rachel with the “Setting the Standard Award” twice, as her passion for her district shines through all of the things she does. With a Bachelor’s degree from Southwest Texas State University and a Master’s in Educational Administration from Lamar University, continued growth is a focus and priority. She resides in the Brazosport community with her husband, Jeff, and three kids, Owen (8), Sadie (6) and Hallie (4). She and her family enjoy spending time at their family ranch in South Texas.

Jeff Harvey
Fayetteville ISD – Superintendent

As a veteran educator for more than 27 years, Dr. Jeff Harvey serves as the Superintendent and Chief Financial Officer of Fayetteville ISD. Serving as a small rural school superintendent, he understands the important role benefits and compensation play in recruiting and retaining qualified and motivated staff. However, like most districts across the state, Fayetteville ISD has seen limited funding increases despite enormous inflationary cost increases. As a result, Dr. Harvey worked side by side with FBS to bring TSHBP to his district to upgrade the options of medical benefits available to his staff. Dr. Harvey excels at finding creative solutions within his district to ensure his staff and students well-being. As someone whose family utilizes TSHBP insurance, he has recognized first-hand the advantages of having quality medical care affords.

Chris Yeschke
Leakey ISD – Superintendent

Mr. Yeschke has served as the Superintendent for Leakey ISD since 2018, his management style has been described as visionary and transformational by his team. Rather than coming into the district with a predetermined agenda, Mr. Yeschke worked on getting to know the Leakey community and the needs of the students and staff first. He then set to work identifying existing areas in need of refinement, and figuring out what programs students and parents were looking for most – and how to implement those. In doing so, he cultivated a school climate conducive to new ideas and open dialogue between parents and administrators. Under Mr. Yeschke’s leadership, the district has experienced enrollment growth, but more importantly they have seen the level of staff satisfaction increase. He is a man who loves his community, and embodies the spirit of hope, pride, and optimism.

Matthew Calvert
New Caney ISD – Superintendent

Matthew Calvert graduated from East Texas Baptist University with a Bachelor’s Degree in Business Administration and earned a Master’s in Education from Stephen F. Austin State University. Mr Calvert has served New Caney ISD since 2015 in multiple roles including Director of Finance, Deputy Superintendent and was voted in as Superintendent in April of 2021. He is known in his district for his forwarding thinking and strong background in fiscal responsibility. Under Mr. Calvert’s leadership of the business office, the district adopted balanced budgets, improved the district’s credit rating, and completed multiple bond refunding processes. He has also provided guidance to executive directors in the areas of finance, human resources, student services, instruction, operations, athletics, and public relations. Mr Calvert and his wife have lived in the school district since their arrival in 2015 and have two children who attend New Caney ISD schools.

Kelley Vannatta
Whitehouse ISD – Chief Human Resource Officer

Kelley Vannatta has been the Chief Human Resource Officer for Whitehouse ISD for the last 8 years and this is his 42^nd year in education. Mr. Vannatta represents the school districts in Northeast Texas on the TSHBP Board. He received his Bachelor’s and Master Degree from Tarleton State University. Mr. Vannatta is married and has two grown daughters and four grandchildren.

Carla Settle
Cedar Hill ISD – Chief Financial Officer

Carla Settle is a native of Kingsville, Texas and raised in a family of educators serving Texas public schools for four generations. She earned an Accounting Degree from the Rawls College of Business at Texas Tech University and began her career in public accounting in Lubbock, Texas. Later after employing her skills in the non-profit and higher educational fields serving her alma mater and regional religious organizations in the South Plains and the southern Twin Cities of Minnesota, Mrs. Settle moved with her family to Fort Worth, Texas and continued to serve higher education at the University of North Texas System. She now serves as the Chief Financial Officer for Cedar Hill ISD leaving a legacy of continuous improvement in her previous roles including Grand Prairie ISD by implementing best business practices focusing on digital methods and renewed personal campus connections through professional development for administrative staff. She loves to travel with her husband, a senior leader with BNSF Railway, and their four children. Mrs. Settle has been an amazing addition to our TSHBP Board, and we’d like to share her favorite Ted Lasso quote “Be curious, not judgemental” which is her leadership quote for this year.

Aaron Hood
Robert Lee ISD – Superintendent

Aaron Hood serves as the Superintendent of Robert Lee Independent School District and has done so since January of 2006. He has a Bachelor’s Degree and Master’s Degree from Angelo State University and completed his Doctorate of Education from Texas Tech University in 2014. In February 2015, Dr. Hood presented at the National Education Finance Conference in St. Louis, Missouri. While serving as Superintendent, Dr. Hood has also held many leadership positions. He has served on the Executive Committees of the Texas Association of School Administrators and the Texas Association of Community Schools. He currently serves on the Texas Education Commissioner’s Cabinet, the UIL Legislative Council where he chairs the Policy Committee and is President of the Texas Association of Rural Schools.

Monty Hysinger
Dumas ISD – Superintendent

Monty Jack Hysinger is in his 23rd year as a practicing school superintendent and is a respected administrator with an impressive 37-year career dedicated to enhancing education. He earned both his Bachelor’s and Master’s Degree from West Texas A&M University, as well as his Superintendent Certification from Texas Tech University. Mr. Hysinger is currently serving as the Superintendent of Dumas Independent School District in Dumas, Texas, since 2015. He oversees the comprehensive operations of a 4A school district with over 4200 students, 700+ employees, facility administration. Mr. Hysinger actively contributes to his community, dedicating his time to various local organizations and holding positions in multiple regional and state-level educational organizations and committees. He loves to travel and spend time out at the lake.
